Narrative:
I was flying a VFR route from nqi to lrd and back, chasing 3 solo student military pilots. As we approached laredo's class D airspace, I heard laredo tower clear the DC8 for takeoff, left turn 090 degrees, climb to FL330, contact ZHU. This sounded like it would conflict with the flight path of at least one of the solos so I warned the solos to call the departing DC8 when they had it in sight. One solo called me with the DC8 in sight, crossing his nose left to right in an apparent turn to the north. I could not pick the DC8 out from the ambient ground lights of the town of laredo. I made a turn to the south just as I saw the DC8, belly up to me in a turn towards north. We passed very close, belly to belly. I called laredo tower a min or so later to see if the DC8 had called him to complain. He had not. He may not even know how close we actually came to colliding. A corrective action may be to get an approach facility established for the laredo terminal area.

Title: A MIL T45 INSTRUCTOR PLT NARROWLY MISSES A DEP DC8 10 MI E OF LAREDO, TX. MIL ACFT WAS ON A MIL RTE VR156. NIGHT OP.
Narrative: I WAS FLYING A VFR RTE FROM NQI TO LRD AND BACK, CHASING 3 SOLO STUDENT MIL PLTS. AS WE APCHED LAREDO'S CLASS D AIRSPACE, I HEARD LAREDO TWR CLR THE DC8 FOR TKOF, L TURN 090 DEGS, CLB TO FL330, CONTACT ZHU. THIS SOUNDED LIKE IT WOULD CONFLICT WITH THE FLT PATH OF AT LEAST ONE OF THE SOLOS SO I WARNED THE SOLOS TO CALL THE DEPARTING DC8 WHEN THEY HAD IT IN SIGHT. ONE SOLO CALLED ME WITH THE DC8 IN SIGHT, XING HIS NOSE L TO R IN AN APPARENT TURN TO THE N. I COULD NOT PICK THE DC8 OUT FROM THE AMBIENT GND LIGHTS OF THE TOWN OF LAREDO. I MADE A TURN TO THE S JUST AS I SAW THE DC8, BELLY UP TO ME IN A TURN TOWARDS N. WE PASSED VERY CLOSE, BELLY TO BELLY. I CALLED LAREDO TWR A MIN OR SO LATER TO SEE IF THE DC8 HAD CALLED HIM TO COMPLAIN. HE HAD NOT. HE MAY NOT EVEN KNOW HOW CLOSE WE ACTUALLY CAME TO COLLIDING.
