Narrative:

The sector had entirely too much traffic for the WX and complexity. An oversight resulted in an operational error. Clrncs were given without properly clearing his path. The complexity and volume I already had, I was unable to divide my attention between the insurmountable coordination tasks and radio calls and separation responsibilities to provide the pilot with the time the situation obviously required. Poor planning -- I should not have had that many aircraft. This should have been foreseen by flow control. Alternate WX rtes, foreseeable delays, projected traffic, adequate restrs for jfk, ewr (I was shut off and holding for these 2 airports at the time), cooperation from ZNY controllers, we have a poor work relationship with them. This situation has been brewing for some time. It will happen again.

Title: ARTCC CTLR STATES HE BECOMES OVERLOADED WITH TFC AND COMPLEXITY, DSNDS AN E2 THROUGH ASSIGNED ALT OF PA31 WITH LTSS. CTLR ALLEGES TFC OVERLOAD SHOULD HAVE BEEN DETECTED BY FLOW CTL, POOR WORKING RELATIONS WITH ADJOINING FACILITIES AND HOLDING REQUIRED FOR JFK AND EWR ARPTS.

Narrative: THE SECTOR HAD ENTIRELY TOO MUCH TFC FOR THE WX AND COMPLEXITY. AN OVERSIGHT RESULTED IN AN OPERROR. CLRNCS WERE GIVEN WITHOUT PROPERLY CLRING HIS PATH. THE COMPLEXITY AND VOLUME I ALREADY HAD, I WAS UNABLE TO DIVIDE MY ATTN BTWN THE INSURMOUNTABLE COORD TASKS AND RADIO CALLS AND SEPARATION RESPONSIBILITIES TO PROVIDE THE PLT WITH THE TIME THE SIT OBVIOUSLY REQUIRED. POOR PLANNING -- I SHOULD NOT HAVE HAD THAT MANY ACFT. THIS SHOULD HAVE BEEN FORESEEN BY FLOW CTL. ALTERNATE WX RTES, FORESEEABLE DELAYS, PROJECTED TFC, ADEQUATE RESTRS FOR JFK, EWR (I WAS SHUT OFF AND HOLDING FOR THESE 2 ARPTS AT THE TIME), COOPERATION FROM ZNY CTLRS, WE HAVE A POOR WORK RELATIONSHIP WITH THEM. THIS SIT HAS BEEN BREWING FOR SOME TIME. IT WILL HAPPEN AGAIN.
