Narrative:
Cleared to land runway 21 at lyh. Tower asked us if we could make taxiway D exit great, if not ok. I acknowledged. I was PNF. Captain made normal landing. I called less than 120 KTS, captain went into reverse. I preceded that with a '2 beta lights' call, I called 'less than 70 KTS.' as we approached taxiway D everything was normal. We veered right. I called 'stop it, stop it.' no movement in either direction occurred. Captain had full brakes and had the 'tiller' turned completely left. We went into grass. No damage or injury. There are no controls on the first officer side to steer aircraft at less than 70 KTS. We evacuate/evacuationed aircraft and eventually flew it to iad. Situation looked normal until we passed centerline of taxiway D exit. Our speed was not excessive. Apparently, with full brakes and the poor tiller control, captain was unable to execute a turn in either direction.

Title: FLC OF JETSTREAM BA32 IS REQUESTED TO TURN OFF THE RWY AT TXWY D IF ABLE. IN AN ATTEMPT TO ACCOMMODATE THEY USE HVY BRAKING AND FULL MOVEMENT OF THE TILLER AND THE COMBINATION APPARENTLY CAUSES A LOSS OF CTL. THEY EXIT THE RWY INTO THE GRASS.
Narrative: CLRED TO LAND RWY 21 AT LYH. TWR ASKED US IF WE COULD MAKE TXWY D EXIT GREAT, IF NOT OK. I ACKNOWLEDGED. I WAS PNF. CAPT MADE NORMAL LNDG.
