Narrative:
ATC tried to assign us a victor airway while we were cruising at 20000 ft. When questioned, he then assigned us a jet airway (J-43) with an MEA of 25000 ft. Again, we questioned the clearance. The supervisor came on and said he can assign us a victor airway at that altitude. He then assigned us a chain of vors and wanted us to call him on the phone. When I realized that the call would be long distance I told him I would not be calling. He said he would get the information he needed from my company. Even though this event was not a safety issue, his apparent lack of understanding of the airway system (he could have assigned us the radials which form the airways) concerned me. Who knows what he may think we violated.

Title: AN E120 PLT AND A ZJX CTLR WERE NOT COMMUNICATING WITH EACH OTHER ON A VICTOR AIRWAY ROUTING AT A FLT LEVEL ALT.
Narrative: ATC TRIED TO ASSIGN US A VICTOR AIRWAY WHILE WE WERE CRUISING AT 20000 FT. WHEN QUESTIONED, HE THEN ASSIGNED US A JET AIRWAY (J-43) WITH AN MEA OF 25000 FT. AGAIN, WE QUESTIONED THE CLRNC. THE SUPVR CAME ON AND SAID HE CAN ASSIGN US A VICTOR AIRWAY AT THAT ALT. HE THEN ASSIGNED US A CHAIN OF VORS AND WANTED US TO CALL HIM ON THE PHONE. WHEN I REALIZED THAT THE CALL WOULD BE LONG DISTANCE I TOLD HIM I WOULD NOT BE CALLING. HE SAID HE WOULD GET THE INFO HE NEEDED FROM MY COMPANY. EVEN THOUGH THIS EVENT WAS NOT A SAFETY ISSUE, HIS APPARENT LACK OF UNDERSTANDING OF THE AIRWAY SYS (HE COULD HAVE ASSIGNED US THE RADIALS WHICH FORM THE AIRWAYS) CONCERNED ME. WHO KNOWS WHAT HE MAY THINK WE VIOLATED.
