Narrative:
We were doing slow 360 degree turns around a target point on the ground (aerial photos) at 12500 ft MSL, in a left 20 degree bank turn when I caught a glimpse of something out of the corner of my eye. It was a military C130 passing about 200 ft below us. Approach control did not issue any warning or advisory. About 1 min later (after I composed my thoughts), I asked the controller if he had given us any advisory about said C130, to which he replied that he had not. He then asked us to report the present position of the C130, then 3-4 mi west of us. He replied that he did not observe any such target in that area. The C130 might have been talking to ZOA, I don't know.
