Narrative:
Following a thorough preflight by the candidate in the hangar, the candidate and I (check pilot) manually turned the aircraft out of the hanger. While the candidate positioned the aircraft, I went back into the hangar to close the electrically driven door. I returned to the aircraft and found the candidate in the left seat and I boarded the aircraft. Following engine start, clearance was received from ground control (adw) to taxi to intersection E3 on east taxiway for an intersection takeoff on runway 19L. During taxiing, a loud noise was heard and the aircraft was brought to a halt by the pilot. A quick glance to the rear showed something was on the taxiway. The aircraft was taxied clear off the taxiway, per instructions of the ATC and engine shut down to investigate the object. It was found to be the towbar. Upon examination of the propellers it was determined that the propeller had struck the towbar with damage to the tip of the blade. The aircraft was taxied back to the hangar and grounded. 1) failure of the candidate to remove towbar following pulling aircraft from hangar. 2) failure of the PIC (check pilot) to perform final walkaround prior to boarding of aircraft.

Title: PLT BEING GIVEN A CAP CHK OUT FAILED TO REMOVE THE TOWBAR AFTER REMOVING THE ACFT FROM THE HANGAR RESULTING IN THE PROP STRIKING IT DURING TAXI FOR TKOF.
Narrative: FOLLOWING A THOROUGH PREFLT BY THE CANDIDATE IN THE HANGAR, THE CANDIDATE AND I (CHK PLT) MANUALLY TURNED THE ACFT OUT OF THE HANGER. WHILE THE CANDIDATE POSITIONED THE ACFT, I WENT BACK INTO THE HANGAR TO CLOSE THE ELECTRICALLY DRIVEN DOOR. I RETURNED TO THE ACFT AND FOUND THE CANDIDATE IN THE L SEAT AND I BOARDED THE ACFT. FOLLOWING ENG START, CLRNC WAS RECEIVED FROM GND CTL (ADW) TO TAXI TO INTXN E3 ON E TXWY FOR AN INTXN TKOF ON RWY 19L. DURING TAXIING, A LOUD NOISE WAS HEARD AND THE ACFT WAS BROUGHT TO A HALT BY THE PLT. A QUICK GLANCE TO THE REAR SHOWED SOMETHING WAS ON THE TXWY. THE ACFT WAS TAXIED CLR OFF THE TXWY, PER INSTRUCTIONS OF THE ATC AND ENG SHUT DOWN TO INVESTIGATE THE OBJECT. IT WAS FOUND TO BE THE TOWBAR. UPON EXAMINATION OF THE PROPS IT WAS DETERMINED THAT THE PROP HAD STRUCK THE TOWBAR WITH DAMAGE TO THE TIP OF THE BLADE. THE ACFT WAS TAXIED BACK TO THE HANGAR AND GROUNDED. 1) FAILURE OF THE CANDIDATE TO REMOVE TOWBAR FOLLOWING PULLING ACFT FROM HANGAR. 2) FAILURE OF THE PIC (CHK PLT) TO PERFORM FINAL WALKAROUND PRIOR TO BOARDING OF ACFT.
