Narrative:
The pit and ZOB LOA has arrival routings that take aircraft over the nesto intersection 30 mi southeast of pit. Routinely ZOB disregards the routings and will assign aircraft inbound to pit direct agc VOR or mmj VOR without coordinating with pit approach. During a heavy arrival bank and MVFR WX an aircraft #1, BE02, was told to depart nesto on a 360 degree heading, which the pilot acknowledged and immediately turned to his heading about 10 mi prior to nesto which put the aircraft 6 mi west of nesto directly underneath an aircraft #2, B737, descending to only 8000 ft. Normally this aircraft will be descending to 6000 ft which would have been an operational error. I am not sure why I only went to 8000 ft on this aircraft at this time though I feel this is a safety concern and one that ZOB needs to address.

Narrative: THE PIT AND ZOB LOA HAS ARR ROUTINGS THAT TAKE ACFT OVER THE NESTO INTXN 30 MI SE OF PIT. DURING A HVY ARR BANK AND MVFR WX AN ACFT #1, BE02, WAS TOLD TO DEPART NESTO ON A 360 DEG HDG, WHICH THE PLT ACKNOWLEDGED AND IMMEDIATELY TURNED TO HIS HEADING ABOUT 10 MI PRIOR TO NESTO WHICH PUT THE ACFT 6 MI W OF NESTO DIRECTLY UNDERNEATH AN ACFT #2, B737, DSNDING TO ONLY 8000 FT. NORMALLY THIS ACFT WILL BE DSNDING TO 6000 FT WHICH WOULD HAVE BEEN AN OPERROR. I AM NOT SURE WHY I ONLY WENT TO 8000 FT ON THIS ACFT AT THIS TIME THOUGH I FEEL THIS IS A SAFETY CONCERN AND ONE THAT ZOB NEEDS TO ADDRESS.
