Narrative:
ZID had weak radio frequency 134.07. When I was at position 20 mi northeast of bwg, I inquired about weak radio/bad reception. Controller gave an immediate descent to FL280 (possible traffic conflict). No turns were given. TCASII gave TA for traffic 900 ft above when I was leveling at 8 mi at FL280. Reason for possible loss of separation was bad radio and frequency congestion.

Title: DURING AN EPISODE WITH WEAK RADIOS, ZID CTLR GAVE B737 AN IMMEDIATE DSCNT TO FL280 FROM FL290. PLT RECEIVED TCASII TA 900 FT ABOVE AND 8 MI HORIZ.
