Narrative:
I departed from N10 at approximately XA00 local. My route of flight was along victor airways, operating under VFR. I refueled at ric (richmond international) and obtained flight following from departure. When I checked NOTAMS from my duat WX briefing I misinterpreted the NOTAMS concerning the closure of myrtle beach's runway, confusing the zulu time with local time. I used the NOTAMS that duats translates to plain language and local times. I noted that in other runway closure NOTAMS that it was annotated next to the times when they meant zulu (Z) and local (am EDT). There was no such annotation on the times for myr's runway closure, so I assumed the times were local, incorrectly, and landed on the closed runway. I was not informed of the runway closure by ZJX when I told them I was inbound to myr, and nothing was mentioned on the ATIS frequency about the runway being closed. There were two other aircraft inbound, so it seemed the airport was open. I could have called a briefer for a different interpretation of the NOTAM, or I could have called someone at the airport before I departed.
Original NASA ASRS Text
Title: A C152 PLT LANDS ON A RWY AT MYR THAT WAS NOTAMED TO BE CLOSED BEFORE HIS ARR. PLT MISREAD TIMES AND TRANSLATED THEM AS LCL INSTEAD OF ZULU TIME.
Narrative: I DEPARTED FROM N10 AT APPROX XA00 LCL. MY RTE OF FLT WAS ALONG VICTOR AIRWAYS, OPERATING UNDER VFR. I REFUELED AT RIC (RICHMOND INTL) AND OBTAINED FLT FOLLOWING FROM DEP. WHEN I CHKED NOTAMS FROM MY DUAT WX BRIEFING I MISINTERPRETED THE NOTAMS CONCERNING THE CLOSURE OF MYRTLE BEACH'S RWY, CONFUSING THE ZULU TIME WITH LCL TIME. I USED THE NOTAMS THAT DUATS TRANSLATES TO PLAIN LANGUAGE AND LCL TIMES. I NOTED THAT IN OTHER RWY CLOSURE NOTAMS THAT IT WAS ANNOTATED NEXT TO THE TIMES WHEN THEY MEANT ZULU (Z) AND LCL (AM EDT). THERE WAS NO SUCH ANNOTATION ON THE TIMES FOR MYR'S RWY CLOSURE, SO I ASSUMED THE TIMES WERE LCL, INCORRECTLY, AND LANDED ON THE CLOSED RWY. I WAS NOT INFORMED OF THE RWY CLOSURE BY ZJX WHEN I TOLD THEM I WAS INBOUND TO MYR, AND NOTHING WAS MENTIONED ON THE ATIS FREQ ABOUT THE RWY BEING CLOSED. THERE WERE TWO OTHER ACFT INBOUND, SO IT SEEMED THE ARPT WAS OPEN. I COULD HAVE CALLED A BRIEFER FOR A DIFFERENT INTERP OF THE NOTAM, OR I COULD HAVE CALLED SOMEONE AT THE ARPT BEFORE I DEPARTED.
