Narrative:
Approached airport following cessna, did extended downwind, s- turns to slow, heard 'cherokee xyz go around!' saw cherokee after landing, missed by 20 ft! The controller never had control of pattern. I asked him to confirm situation (follow cessna?). He said 'affirmative.' the controller never called complete sequence. Supplemental information from acn 408558: I followed a cessna and heard the controller say 'cleared to land.' I saw the piper (behind me) making s-turns to keep his distance from me.

Narrative: APCHED ARPT FOLLOWING CESSNA, DID EXTENDED DOWNWIND, S- TURNS TO SLOW, HEARD 'CHEROKEE XYZ GAR!' SAW CHEROKEE AFTER LNDG, MISSED BY 20 FT! THE CTLR NEVER HAD CTL OF PATTERN. I ASKED HIM TO CONFIRM SIT (FOLLOW CESSNA?). HE SAID 'AFFIRMATIVE.' THE CTLR NEVER CALLED COMPLETE SEQUENCE. SUPPLEMENTAL INFO FROM ACN 408558: I FOLLOWED A CESSNA AND HEARD THE CTLR SAY 'CLRED TO LAND.' I SAW THE PIPER (BEHIND ME) MAKING S-TURNS TO KEEP HIS DISTANCE FROM ME.
