Narrative:
The F16 split from another aircraft flight. Our sector was told by the previous sector that they were going to stay together. After the split, I attempted to turn the F16 for traffic but he did not respond. I tried a second time with no reply. I finally got his attention and told him to turn right. He replied that he had the other aircraft in sight and was maintaining visual. I told him to expedite the turn which he did not do. I did not have a guard frequency at my sector which may have gotten his attention sooner.

Title: ARTCC RADAR CTLR INITIATES MIL FLT BREAK-UP, BUT CANNOT OBTAIN IFR SPACING BTWN IT, THE OTHER MIL FGT, AND AN ACR FLT. CTLR BELIEVES THAT IF HE HAD GUARD FREQ AT HIS SECTOR, HE MAY HAVE OBTAINED PROPER IFR SPACING.
