Narrative:

Relentless and excessive coordination is a very serious issue that is not being addressed. Controllers are using coordination as the first choice of separation. Frequency of coordinating outside LOA's are increasing at an alarming rate. Coordination is a distraction and can be a concentration killer. LOA's were invented to reduce coordination. If a sector has to use excessive coordination then their LOA's need to be addressed. There is no vehicle in place in the FAA today that addresses this issue. Operrors and opdevs are on the increase and this could very likely be a contributing factor. It's one thing to coordinate incorrectly and another to coordinate needlessly. In today's problem, ZDC excessive coordination of things already in the LOA was a distraction and a serious irritant that with the busy traffic that was being handled this could have very easily caused a problem. This has been an ongoing problem that has been overlooked by the FAA.

Title: RPTR BELIEVES THAT THERE IS TOO MUCH COORD BEING USED BY CTLRS. HE STATES LOA'S ARE IN PLACE TO REDUCE COORD AND UNNECESSARY COORD IS DISTRACTING AND AFFECTS CONCENTRATION.

Narrative: RELENTLESS AND EXCESSIVE COORD IS A VERY SERIOUS ISSUE THAT IS NOT BEING ADDRESSED. CTLRS ARE USING COORD AS THE FIRST CHOICE OF SEPARATION. FREQUENCY OF COORDINATING OUTSIDE LOA'S ARE INCREASING AT AN ALARMING RATE. COORD IS A DISTR AND CAN BE A CONCENTRATION KILLER. LOA'S WERE INVENTED TO REDUCE COORD. IF A SECTOR HAS TO USE EXCESSIVE COORD THEN THEIR LOA'S NEED TO BE ADDRESSED. THERE IS NO VEHICLE IN PLACE IN THE FAA TODAY THAT ADDRESSES THIS ISSUE. OPERRORS AND OPDEVS ARE ON THE INCREASE AND THIS COULD VERY LIKELY BE A CONTRIBUTING FACTOR. IT'S ONE THING TO COORDINATE INCORRECTLY AND ANOTHER TO COORDINATE NEEDLESSLY. IN TODAY'S PROB, ZDC EXCESSIVE COORD OF THINGS ALREADY IN THE LOA WAS A DISTR AND A SERIOUS IRRITANT THAT WITH THE BUSY TFC THAT WAS BEING HANDLED THIS COULD HAVE VERY EASILY CAUSED A PROB. THIS HAS BEEN AN ONGOING PROB THAT HAS BEEN OVERLOOKED BY THE FAA.
