Narrative:
During special event, NOTAM depicts an arrival VFR aircraft should use in order to avoid madison and milwaukee class C airspace. Fld is used for overflow traffic when osh is full. No mention of fld arrs/departures on the NOTAM. I noticed considerable confusion on the airport as to whether or not fld arrs/departure should use the depicted arrival, and to what degree. Suggest next yr's NOTAM be more specific regarding fld/directions of use/rtes for various inbounds and outbounds. I asked 2 FSS briefers and 3 controllers, none knew if notamed arrival/departure routing applied to fld or just to osh.

Title: SMA C150 PLT OBSERVES CONFUSION IN NON SPECIFIC ARR DEP PROC FOR ARPT EVENT AND REQUESTS CONSIDERATION FOR DEVELOPING ARR DEP PROCS AT OVERFLOW ARPTS.
