Narrative:
Aircraft X, a H25C/right, departed pne runway 33 on runway heading on an IFR flight plan. A military, aircraft Y, was descending into willow grove airport. The data block dropped prematurely on the military aircraft, the targets merged, says the military aircraft. I never observed it on the d-brite. The d-brite malfunctions have been reported numerous times to both FAA maintenance and willow grove maintenance. The d-brite needs to be fixed. Callback conversation with reporter revealed the following information: reporter said that the d-brite information is coming from the radar at the military base 6 mi from pne and malfunctions often. Controller admitted forgetting to issue traffic and had not noticed that the data block on the military aircraft had dropped until after the H25 aircraft had departed.

Title: CAB CTLR AT PNE WAS USING D-BRITE RADAR TO SEE TFC OPERATING IN THE LCL AREA. THE CTLR APPROVED A POINTOUT FROM PHL APCH CTL ON A MIL ACFT INBOUND TO A MIL BASE ABOUT 6 MI FROM PNE. SHORTLY THEREAFTER THE DATA BLOCK ON THE MIL ACFT DROPPED. AN H25CR DEPARTING PNE WAS NOT ISSUED TFC AND THE MIL PLT CALLED AND SAID THE TFC HAD PASSED AT A VERY CLOSE DISTANCE.

THE D-BRITE MALFUNCTIONS HAVE BEEN RPTED NUMEROUS TIMES TO BOTH FAA MAINT AND WILLOW GROVE MAINT. THE D-BRITE NEEDS TO BE FIXED. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR SAID THAT THE D-BRITE INFO IS COMING FROM THE RADAR AT THE MIL BASE 6 MI FROM PNE AND MALFUNCTIONS OFTEN. CTLR ADMITTED FORGETTING TO ISSUE TFC AND HAD NOT NOTICED THAT THE DATA BLOCK ON THE MIL ACFT HAD DROPPED UNTIL AFTER THE H25 ACFT HAD DEPARTED.
