Narrative:

Aircraft #1 was swbound at FL310. Aircraft #2 was nebound at FL290, climbing to FL330, coming from ZDC. As soon as I talked to aircraft #2, I told him to expedite his climb and turn left heading 350 degrees. I then turned aircraft #1 left, heading 180 degrees, and then to a heading of 150 degrees. I continued to ask for altitude reports and then told aircraft #1 to expedite down to FL290 from his level flight of FL310. Separation was then lost. Better coordination should take place between facilities as to who is responsible for separation.

I THEN TURNED ACFT #1 L, HDG 180 DEGS, AND THEN TO A HDG OF 150 DEGS. I CONTINUED TO ASK FOR ALT RPTS AND THEN TOLD ACFT #1 TO EXPEDITE DOWN TO FL290 FROM HIS LEVEL FLT OF FL310. SEPARATION WAS THEN LOST. BETTER COORD SHOULD TAKE PLACE BTWN FACILITIES AS TO WHO IS RESPONSIBLE FOR SEPARATION.
