Narrative:
While on vector around bwi, controller gave descent from 3000 ft to 2000 ft. Reported out of 3000 ft and started descending at approximately 500 FPM. At this time, 1 VOR receiver started acting up and distraction my attention to descent rate. Aircraft reduced rate to less than 500 FPM. Controller alerted me at approximately 2400 ft MSL as to how long it took to reach 2000 ft. I immediately increased rate to approximately 800-900 FPM. He asked if I had crossing traffic at 10 O'clock at 3000 ft (distance ?). I did, and he said, maintain visual separation. I was at 2000 ft at this time. There was no conflict to my knowledge. Prevention of possible conflict: PIC -- pay attention to task at hand. Controller -- if altitude change requirement is close time wise for separation, perhaps alert aircraft. Comment: controller made comment that he gave descent instructions 10 NM ago. It was more like 5-6 NM and 10 was an embellishment.

Title: A C182 PLT COMES CLOSE TO CREATING A POTENTIAL CONFLICT WHEN HE DSNDS HIS ACFT A LESSER RATE THAN ATC HAD ANTICIPATED FOR XING TFC IN THE AREA.
Narrative: WHILE ON VECTOR AROUND BWI, CTLR GAVE DSCNT FROM 3000 FT TO 2000 FT. RPTED OUT OF 3000 FT AND STARTED DSNDING AT APPROX 500 FPM. AT THIS TIME, 1 VOR RECEIVER STARTED ACTING UP AND DISTR MY ATTN TO DSCNT RATE. ACFT REDUCED RATE TO LESS THAN 500 FPM. CTLR ALERTED ME AT APPROX 2400 FT MSL AS TO HOW LONG IT TOOK TO REACH 2000 FT. I IMMEDIATELY INCREASED RATE TO APPROX 800-900 FPM. HE ASKED IF I HAD XING TFC AT 10 O'CLOCK AT 3000 FT (DISTANCE ?). I DID, AND HE SAID, MAINTAIN VISUAL SEPARATION. I WAS AT 2000 FT AT THIS TIME.
