Narrative:

Cruising at FL260, we were given 'cross mayos intersection at FL220.' we set up for a manual descent and started down. We knew it would be close. We asked ZTL for relief on the crossing point, but he was busy talking. He finally asked us if we were going to mayos intersection at FL220. We said no, but we can turn. He came back with descend to FL200. We read back FL200 and he came back with descend to FL220! We missed the restr by several mi. ATC frequencys were busy and we had difficulty getting through. Miscom at a critical phase of flight.

Title: ACR B737 FLC ATTEMPT TO COMMUNICATE WITH ZTL THAT THEY ARE UNABLE TO MEET ASSIGNED STAR XING RESTR. DUE TO FREQ CONGESTION, ATC NOTIFICATION IS NOT TIMELY. ADDITIONALLY, THERE IS CONFUSION ON REASSIGNED ALT READBACK, CAUSING FURTHER ATC CONCERN.

Narrative: CRUISING AT FL260, WE WERE GIVEN 'CROSS MAYOS INTXN AT FL220.' WE SET UP FOR A MANUAL DSCNT AND STARTED DOWN. WE KNEW IT WOULD BE CLOSE. WE ASKED ZTL FOR RELIEF ON THE XING POINT, BUT HE WAS BUSY TALKING. HE FINALLY ASKED US IF WE WERE GOING TO MAYOS INTXN AT FL220. WE SAID NO, BUT WE CAN TURN. HE CAME BACK WITH DSND TO FL200. WE READ BACK FL200 AND HE CAME BACK WITH DSND TO FL220! WE MISSED THE RESTR BY SEVERAL MI. ATC FREQS WERE BUSY AND WE HAD DIFFICULTY GETTING THROUGH. MISCOM AT A CRITICAL PHASE OF FLT.
