Narrative:

Aircraft was parked at the gate with no engines running. The aircraft was almost fully boarded when I felt a very hard jolt to the aircraft. Thinking we were hit by a service vehicle I went to the back and opened the right rear service door. I could see that the fuel truck had attempted to drive off with fuel hose still attached to the aircraft. Fuel was pouring out of upper right wing refueling port. Passenger were evacuate/evacuationed out of left main cabin door. Went back to cockpit to run emergency evacuation checklist. Turns out the fueler was new and reports I heard from station personnel was that a fail safe switch on the fuel truck to prevent this was overridden somehow. Fire department was called.

Title: FLC OF ATR42 FEELS A JOLT AND UPON INVESTIGATING SIGHTS FUEL POURING OUT OF THE UPPER R WING REFUELING PORT. THE FUEL TRUCK HAD ATTEMPTED TO DRIVE AWAY WITH THE FUEL HOSE STILL ATTACHED TO THE ACFT.

Narrative: ACFT WAS PARKED AT THE GATE WITH NO ENGS RUNNING. THE ACFT WAS ALMOST FULLY BOARDED WHEN I FELT A VERY HARD JOLT TO THE ACFT. THINKING WE WERE HIT BY A SVC VEHICLE I WENT TO THE BACK AND OPENED THE R REAR SVC DOOR. I COULD SEE THAT THE FUEL TRUCK HAD ATTEMPTED TO DRIVE OFF WITH FUEL HOSE STILL ATTACHED TO THE ACFT. FUEL WAS POURING OUT OF UPPER R WING REFUELING PORT. PAX WERE EVACED OUT OF L MAIN CABIN DOOR. WENT BACK TO COCKPIT TO RUN EMER EVACUATION CHKLIST. TURNS OUT THE FUELER WAS NEW AND RPTS I HEARD FROM STATION PERSONNEL WAS THAT A FAIL SAFE SWITCH ON THE FUEL TRUCK TO PREVENT THIS WAS OVERRIDDEN SOMEHOW. FIRE DEPT WAS CALLED.
