Narrative:
Landing checklist was initially overlooked due to rapidly deteriorating WX. Visibility went from 3 mi to 5000 ft or less inside the marker. The special page remark about possible ground proximity warning over the river on this approach caused further delay. A missed approach was initiated and the flight landed safely without incident. When the tower inquired, a pilot report concerning visibility was given over the radio.
