C172 CFI did not observe student pilot had failed to fully activate transponder before departing airport. Controller alerted flight crew to problem and student completely activated transponder. Training activity was conducted within the ord mode C veil.

Narrative:

During the pre-takeoff checklist, I did not notice that student had only turned the transponder to 'on.' upon contacting dpa tower at 10 NM north, we were asked about the transponder. The student immediately turned the transponder to 'altitude' and told dpa tower 'I forgot to put it on altitude.' dpa then idented us and both the inbound and outbound flts went normally from that point. How I missed that in the pre-takeoff checklist, I do not know.
