Narrative:

During the takeoff roll, the right engine torque indications began to fluctuate. The takeoff was aborted. Initial troubleshooting thought that the right RPM lever was not at the full takeoff range and that the takeoff warning system did not alarm. A second attempt was made ensuring the RPM levers were fully tightened. This takeoff was also aborted for torque fluctuations. We returned to the gate. Maintenance requested an engine run-up and determined the right engine torque indicator had failed. The torque indicator was deferred via maintenance. Dispatch was notified and the release was amended.
