Narrative:

Extremely unprofessional conduct of ZLC controller (119.95) when we asked for a back-up subsequent frequency in case of loss at 119.95. Due to WX and terrain during heavy climb eastbound from slc, our reception of center was poor and breaking up. For planning purposes we saw a safety need for 1 or 2 frequencys in subsequent sectors. This (119.95) controller was very uncooperative, denied us any information, and even handed us off to another frequency (early it seemed -- no ZDV contact at first) when he wanted to unload us! A 4-5 min (frequency congesting!) discussion on 119.95 could have very easily been avoided by quickly giving us 1 or 2 (if altitude/sector was a concern) frequencys. This controller should have been taken off his position.

A 4-5 MIN (FREQ CONGESTING!) DISCUSSION ON 119.95 COULD HAVE VERY EASILY BEEN AVOIDED BY QUICKLY GIVING US 1 OR 2 (IF ALT/SECTOR WAS A CONCERN) FREQS. THIS CTLR SHOULD HAVE BEEN TAKEN OFF HIS POS.
