Narrative:
While en route to rio linda airport from concord at 1500 ft, I was on sacramento approach and had started to descend when advised by the controller of a target at 12 O'clock and 1400 ft. 'If not in sight turn left 40 degrees immediately.' I started the turn and immediately saw the aircraft right in my windscreen. I shoved the nose forward and observed the other aircraft pass immediately overhead -- very close. My landing and position lights were on.
