Narrative:
Apache (nga X) lands on runway 8. As he is rolling out, I instruct nga Y to taxi into position and hold. I instruct nga X to turn left or right when able and contact ground. He reads back turn left and contact ground. I see the apache turn right and clear the runway. I turn back to the approach end of the runway and clear nga Y for takeoff and put another aircraft in position. As nga Y rotates, he asks why an aircraft is on the runway. I turn to see that the apache has re-entered the runway and is taxiing down to the next intersection.

Title: A PA23 RE-ENTERS THE RWY AFTER LNDG AND CONFLICTS WITH A DEPARTING LIGHT ACFT.
Narrative: APACHE (NGA X) LANDS ON RWY 8. AS HE IS ROLLING OUT, I INSTRUCT NGA Y TO TAXI INTO POS AND HOLD. I INSTRUCT NGA X TO TURN L OR R WHEN ABLE AND CONTACT GND. HE READS BACK TURN L AND CONTACT GND. I SEE THE APACHE TURN R AND CLR THE RWY. I TURN BACK TO THE APCH END OF THE RWY AND CLR NGA Y FOR TKOF AND PUT ANOTHER ACFT IN POS. AS NGA Y ROTATES, HE ASKS WHY AN ACFT IS ON THE RWY. I TURN TO SEE THAT THE APACHE HAS RE-ENTERED THE RWY AND IS TAXIING DOWN TO THE NEXT INTXN.
