Narrative:
Unable to release banner (25 ft by 75 ft billboard) on 2 tries. Landing on runway 14. Got too slow, banner hit prior to landing and stopped/stalled plane. Dropped +/-20 ft, got gear and propeller. We need an advisory circular, after a conference of qualified banner pilots, to address emergency procedures. I have done this before many times at higher altitudes (den) and just let it get too slow.
