Narrative:
After being assigned 11000 ft we were cleared by pap tower for the ganiv 1A arrival to ganiv intersection. While approaching 8000 ft, was asked by pap tower our altitude. She then told us we were supposed to maintain 11000 ft. One of the primary causes of this possible altitude deviation is the lack of a clear, concise description of procedure on the arrival page. Extremely poor pap radio quality and language fluency also contributed. After yrs of flying into pap, there does not seem to be a consistency in their arrival procedures. In the future, to preclude any confusion on both sides, I will make unequivocally clear whenever we change altitudes, whether on a STAR or not.

Title: AN A300-600 PIC RPT REGARDING HIS ALT EXCURSION ON APCH TO PAP, FO, CITES CONFUSING CHART, POOR ATC RADIO EQUIP AND LANGUAGE BARRIER.
Narrative: AFTER BEING ASSIGNED 11000 FT WE WERE CLRED BY PAP TWR FOR THE GANIV 1A ARR TO GANIV INTXN. WHILE APCHING 8000 FT, WAS ASKED BY PAP TWR OUR ALT. SHE THEN TOLD US WE WERE SUPPOSED TO MAINTAIN 11000 FT. ONE OF THE PRIMARY CAUSES OF THIS POSSIBLE ALTDEV IS THE LACK OF A CLR, CONCISE DESCRIPTION OF PROC ON THE ARR PAGE. EXTREMELY POOR PAP RADIO QUALITY AND LANGUAGE FLUENCY ALSO CONTRIBUTED. AFTER YRS OF FLYING INTO PAP, THERE DOES NOT SEEM TO BE A CONSISTENCY IN THEIR ARR PROCS. IN THE FUTURE, TO PRECLUDE ANY CONFUSION ON BOTH SIDES, I WILL MAKE UNEQUIVOCALLY CLR WHENEVER WE CHANGE ALTS, WHETHER ON A STAR OR NOT.
