Narrative:
I received an IFR clearance with a 5 min window. Heavy dew had fallen the night before. From experience, I knew that the engine runup would clear it off the window, so I didn't do it by hand to save time. This worked, but as the water cleared, all the numerous bug splats from the previous trip were revealed. This was only a minor reduction in visibility, but was a contributing distraction. I was worrying whether to stop, clean the window, and pick up a new clearance or not. Aircraft Y had a bad transmitter. Its xmissions were faint, staticky and garbled. I didn't realize he existed at first. A third aircraft, aircraft Z, was landing. I transmit, 'nxxxx taking the active runway 25 at central jersey.' aircraft Y calls. I hear '...central jersey...seven....' I transmit 'what was that?' aircraft Z calls 'nxxxx base to final runway 7 central jersey.' as I'm past the hold short line, I taxi across and off, and transmit 'nxxxx crossing the active, I'll taxi off the other side and clear the runway.' aircraft Z lands and attempts to exit the runway onto the taxiway I am sitting on. I'm now turned around, facing the runway again. Aircraft Z taxies carefully around me, going onto the grass, and heads for a parking space. I call 'nxxxx departing runway 25 central jersey' and again taxi onto the runway. Full power, check engine RPM and oil pressure. About 1/3 of the way down the runway, at about 50 mph, I notice an aircraft finishing a turn to exit the runway (aircraft Y). Aircraft Y had obviously entered the runway about the same time I did, from the opposite end. As an abort might cause a collision, and aircraft Y wasn't on a takeoff roll, I elected to fly. Passed aircraft Y about 100 ft over aircraft Y, just as its tail was leaving the runway. Heard from aircraft Y, '...clear of the active....' told aircraft Y that his transmitter was garbled and almost unreadable.
