Narrative:
On sep/xa/98 flight xyz ZZZ-XXX aircraft zby, the following event occurred. Reference log page yxyx, PIREP xb, which states during cruise flight several chimes and alerts activated -- FCC 2 messages, autothrottle 2 messages, speed limit flags, no land message, and no windshear guidance message. FCC failure accomplished all on one checklist. Note: this was written up and addressed in ZZZ, inbound flight xyza XXX- ZZZ. I was called out to answer concerns the outbound XXX crew had about the MEL. Upon entering the aircraft and quickly assessing the situation, I determined the PIREP was not addressed correctly. MEL bbbbb was used to defer the PIREP and a maintenance entry to downgrade the landing status. Upon review of the MEL, I found it made no mention of 1) the autothrottle fault, and 2) the windshear fault -- both of which were still present. In review, our contract maintenance mechanic failed to do 2 things. 1) PIREP xb was not correctly deferred per the MEL. 2) did not circle deferred in the action taken block. The crew who flew this aircraft on flight xyz ZZZ-XXX should not have accepted the equipment in this condition.

Narrative: ON SEP/XA/98 FLT XYZ ZZZ-XXX ACFT ZBY, THE FOLLOWING EVENT OCCURRED. REF LOG PAGE YXYX, PIREP XB, WHICH STATES DURING CRUISE FLT SEVERAL CHIMES AND ALERTS ACTIVATED -- FCC 2 MESSAGES, AUTOTHROTTLE 2 MESSAGES, SPD LIMIT FLAGS, NO LAND MESSAGE, AND NO WINDSHEAR GUIDANCE MESSAGE. FCC FAILURE ACCOMPLISHED ALL ON ONE CHKLIST. NOTE: THIS WAS WRITTEN UP AND ADDRESSED IN ZZZ, INBOUND FLT XYZA XXX- ZZZ. I WAS CALLED OUT TO ANSWER CONCERNS THE OUTBOUND XXX CREW HAD ABOUT THE MEL. UPON ENTERING THE ACFT AND QUICKLY ASSESSING THE SIT, I DETERMINED THE PIREP WAS NOT ADDRESSED CORRECTLY. MEL BBBBB WAS USED TO DEFER THE PIREP AND A MAINT ENTRY TO DOWNGRADE THE LNDG STATUS. UPON REVIEW OF THE MEL, I FOUND IT MADE NO MENTION OF 1) THE AUTOTHROTTLE FAULT, AND 2) THE WINDSHEAR FAULT -- BOTH OF WHICH WERE STILL PRESENT. IN REVIEW, OUR CONTRACT MAINT MECH FAILED TO DO 2 THINGS. 1) PIREP XB WAS NOT CORRECTLY DEFERRED PER THE MEL. 2) DID NOT CIRCLE DEFERRED IN THE ACTION TAKEN BLOCK. THE CREW WHO FLEW THIS ACFT ON FLT XYZ ZZZ-XXX SHOULD NOT HAVE ACCEPTED THE EQUIP IN THIS CONDITION.
