Narrative:
Speed above 250 KTS below 10000 ft. In descent from 14000 ft at bands intersection, as captain PNF, noted airspeed 310 KTS at 7500 ft. Corrected, first officer decelerated to 250 KTS as we intercepted ont runway 26L localizer on approach. No call from socal approach. First officer thought keep your speed up call from socal at bands intersection applied to altitude below 10000 ft. My error going head down at 11000 ft, not ensuring airspeed compliance with a fairly low time first officer.
