Narrative:
On arrival, dfw approach control changed runways from runway 18R to runway 17C and gave a frequency change. Cleared to descend to 3000 ft. Later, a heading change was given, but call sign was 'stepped on.' another aircraft replied to heading change. Vector was taking us through final, but frequency was too congested to question heading change or vector across final. Controller asked if we were turning. We replied we'd not received or replied to a heading change. He turned us and advised us of a nearby aircraft. During turning descent, we got an RA on TCASII. Visual contact was made. In response to controller's query, another aircraft acknowledged it had made the turn intended for us. Remainder of approach and landing made without incident.

Title: B767 RECEIVES TCASII RA AFTER ANOTHER ACFT ERRONEOUSLY ACKNOWLEDGES HDG CHANGE IN DFW AIRSPACE.
Narrative: ON ARR, DFW APCH CTL CHANGED RWYS FROM RWY 18R TO RWY 17C AND GAVE A FREQ CHANGE. CLRED TO DSND TO 3000 FT. LATER, A HDG CHANGE WAS GIVEN, BUT CALL SIGN WAS 'STEPPED ON.' ANOTHER ACFT REPLIED TO HDG CHANGE. VECTOR WAS TAKING US THROUGH FINAL, BUT FREQ WAS TOO CONGESTED TO QUESTION HDG CHANGE OR VECTOR ACROSS FINAL. CTLR ASKED IF WE WERE TURNING. WE REPLIED WE'D NOT RECEIVED OR REPLIED TO A HDG CHANGE. HE TURNED US AND ADVISED US OF A NEARBY ACFT. DURING TURNING DSCNT, WE GOT AN RA ON TCASII. VISUAL CONTACT WAS MADE. IN RESPONSE TO CTLR'S QUERY, ANOTHER ACFT ACKNOWLEDGED IT HAD MADE THE TURN INTENDED FOR US. REMAINDER OF APCH AND LNDG MADE WITHOUT INCIDENT.
