Narrative:

The linemen at the FBO at teb, after telling the crew that they would not be moving the aircraft during its planned 4-5 hour stay on their ramp, subsequently pinned the landing gear (at night) without telling the crew, which resulted in an aborted night departure and unscheduled return for landing because the landing gear could not be retracted after takeoff. When questioned, the FBO said it was their policy to pin the landing gear on all gulfstream aircraft, regardless of whether or not the aircraft would be towed. The crew was unaware of this policy and not made aware of it until after the incident occurred.

Title: FLC OF A CPR GULFSTREAM RETURN LAND AFTER BEING UNABLE TO RETRACT THE LNDG GEAR. IT WAS LEARNED AFTER LNDG THAT THE GEAR PIN FOR GND TOWING HAD BEEN LEFT INSTALLED. THE CREW WERE NOT INFORMED OF THE FBO POLICY TO PLACE THE GEAR PINS IN ALL GULFSTREAM AFTER PARKING.

Narrative: THE LINEMEN AT THE FBO AT TEB, AFTER TELLING THE CREW THAT THEY WOULD NOT BE MOVING THE ACFT DURING ITS PLANNED 4-5 HR STAY ON THEIR RAMP, SUBSEQUENTLY PINNED THE LNDG GEAR (AT NIGHT) WITHOUT TELLING THE CREW, WHICH RESULTED IN AN ABORTED NIGHT DEP AND UNSCHEDULED RETURN FOR LNDG BECAUSE THE LNDG GEAR COULD NOT BE RETRACTED AFTER TKOF. WHEN QUESTIONED, THE FBO SAID IT WAS THEIR POLICY TO PIN THE LNDG GEAR ON ALL GULFSTREAM ACFT, REGARDLESS OF WHETHER OR NOT THE ACFT WOULD BE TOWED. THE CREW WAS UNAWARE OF THIS POLICY AND NOT MADE AWARE OF IT UNTIL AFTER THE INCIDENT OCCURRED.
