Narrative:
While departing lax runway 25R on the loop 2 departure, flight was turned back to the VOR, just making a 10000 ft altitude restr at the VOR. Flight crew missed a 13000 ft altitude (at or above) restr 8 NM northeast of the lax VOR on the 041 degree radial. Flight crossed 8 DME at 11600 ft MSL. So noticed that we had not complied with the SID altitude restr (13000 ft). Contributing factors were change to original ATC clearance, poor departure brief by crew, and ATC turning flight back to VOR early. Recommend that an altitude/DME from the lax VOR be achieved prior to any flight being turned back to the VOR (lax) on the loop 2 departure. Another contributing factor to the missed altitude restr was the crew accelerating to 320 KIAS at 10000 ft MSL (normal procedure). Flight should have continued climb at 250 KIAS to make the 8 NM crossing restr at or above 13000 ft MSL.

Title: DC10 CREW DID NOT MAKE THE SID XING RESTRS ON DEP AT LAX.
Narrative: WHILE DEPARTING LAX RWY 25R ON THE LOOP 2 DEP, FLT WAS TURNED BACK TO THE VOR, JUST MAKING A 10000 FT ALT RESTR AT THE VOR. FLC MISSED A 13000 FT ALT (AT OR ABOVE) RESTR 8 NM NE OF THE LAX VOR ON THE 041 DEG RADIAL. FLT CROSSED 8 DME AT 11600 FT MSL. SO NOTICED THAT WE HAD NOT COMPLIED WITH THE SID ALT RESTR (13000 FT). CONTRIBUTING FACTORS WERE CHANGE TO ORIGINAL ATC CLRNC, POOR DEP BRIEF BY CREW, AND ATC TURNING FLT BACK TO VOR EARLY. RECOMMEND THAT AN ALT/DME FROM THE LAX VOR BE ACHIEVED PRIOR TO ANY FLT BEING TURNED BACK TO THE VOR (LAX) ON THE LOOP 2 DEP. ANOTHER CONTRIBUTING FACTOR TO THE MISSED ALT RESTR WAS THE CREW ACCELERATING TO 320 KIAS AT 10000 FT MSL (NORMAL PROC). FLT SHOULD HAVE CONTINUED CLB AT 250 KIAS TO MAKE THE 8 NM XING RESTR AT OR ABOVE 13000 FT MSL.
