Autothrottle began surging at FL330 on #1 engine. Disconnected autothrottle. #1 throttle was (locked) at cruise power. Engaged autothrottle, no help. Changed destination to xyz. Kept engine running till 50 mi out. Declared emergency, shut down #1 engine. Landed at xyz without incident.
