Narrative:
A climb was initiated from FL370 to FL390. Upon reaching FL390, the aircraft leveled, but would not accelerate. After approximately so many seconds, the aircraft began losing airspeed. At that point, I notified center that we needed a lower altitude (I believe I was blocked on this first attempt). After the stick shaker activated, the PF initiated a descent. I then notified center a second time that we needed a lower altitude. This transmission was acknowledged. The autoplt was engaged the entire time up until the descent was initiated.

Title: AN MU3 CPR JET EXPERIENCES A STICK SHAKER AFTER A CLB AND LEVELOFF AT FL390. FO PF FINALLY PERFORMS AN ALTDEV ALT EXCURSION DURING THE CAPT'S ATTEMPTS TO CONTACT ATC FOR LOWER ALT.
Narrative: A CLB WAS INITIATED FROM FL370 TO FL390. UPON REACHING FL390, THE ACFT LEVELED, BUT WOULD NOT ACCELERATE. AFTER APPROX SO MANY SECONDS, THE ACFT BEGAN LOSING AIRSPD. AT THAT POINT, I NOTIFIED CTR THAT WE NEEDED A LOWER ALT (I BELIEVE I WAS BLOCKED ON THIS FIRST ATTEMPT). AFTER THE STICK SHAKER ACTIVATED, THE PF INITIATED A DSCNT. I THEN NOTIFIED CTR A SECOND TIME THAT WE NEEDED A LOWER ALT. THIS XMISSION WAS ACKNOWLEDGED. THE AUTOPLT WAS ENGAGED THE ENTIRE TIME UP UNTIL THE DSCNT WAS INITIATED.
