Narrative:
While descending on the finks arrival to dca, we were told to cross 'manne at 11000 ft' and 'aml at 8000 ft.' we made the restr at manne, but misjudged the descent rate to aml, and crossed aml at approximately 8700 ft. Workload during descent and tailwind were contributing factors. No conflict resulted.
