Narrative:

A single engine piper entered TCA without radio contact. ATC could not contact him. A short time later, that plane caused a TCASII traffic message on our ivsi, followed by descent message. We disconnected the autoplt and autothrottles and began a descent. The aircraft started at 5000 ft and descended to 4500 ft. During descent, first officer spotted aircraft passing at 3 O'clock and passed behind us. We then returned to 5000 ft. I wish ATC would have told us he was coming our way.
