Narrative:
At FL290 we were instructed to maintain 290 KTS. 15 mi after beatty (bty) we were told to cross fuzzy at 16000 ft and 280 KTS. At this point we figured our 290 KT restr had been lifted for several reasons. 1) we would not have been able to make our crossing altitude under normal descent profiles unless we exceeded 290 KTS. 2) we were not asked to maintain either 290 KTS or 280 KTS in the descent. 3) an entirely new clearance had been issued, ie, 'cleared to cross fuzzy at 16000 ft 280 KTS' which we made. On final approach into las we were to call ZLA after landing. When we called we were told there had been a conflict with traffic in front of us. We had the traffic in sight (as we were following it into las vegas) and at no time did we seem to be at its altitude or any closer than 3-4 mi from it.

Title: B727 CREW ADVISED THAT THEY DID NOT ADHERE TO SPD RESTR IN ZLA AIRSPACE.
Narrative: AT FL290 WE WERE INSTRUCTED TO MAINTAIN 290 KTS. 15 MI AFTER BEATTY (BTY) WE WERE TOLD TO CROSS FUZZY AT 16000 FT AND 280 KTS. AT THIS POINT WE FIGURED OUR 290 KT RESTR HAD BEEN LIFTED FOR SEVERAL REASONS. 1) WE WOULD NOT HAVE BEEN ABLE TO MAKE OUR XING ALT UNDER NORMAL DSCNT PROFILES UNLESS WE EXCEEDED 290 KTS. 2) WE WERE NOT ASKED TO MAINTAIN EITHER 290 KTS OR 280 KTS IN THE DSCNT. 3) AN ENTIRELY NEW CLRNC HAD BEEN ISSUED, IE, 'CLRED TO CROSS FUZZY AT 16000 FT 280 KTS' WHICH WE MADE. ON FINAL APCH INTO LAS WE WERE TO CALL ZLA AFTER LNDG. WHEN WE CALLED WE WERE TOLD THERE HAD BEEN A CONFLICT WITH TFC IN FRONT OF US. WE HAD THE TFC IN SIGHT (AS WE WERE FOLLOWING IT INTO LAS VEGAS) AND AT NO TIME DID WE SEEM TO BE AT ITS ALT OR ANY CLOSER THAN 3-4 MI FROM IT.
