Narrative:
The first officer was flying the setter 2 arrival to ont and we were past psp at 14000 ft. We were cleared to 8000 ft and direct to petis NDB. While heading to petis and slowing to 250 KTS, our TCASII issued us a TA (within 2 NM) followed by a monitor vertical descent, a call from approach control for an immediate right turn and an RA descent command. We turned, descended, and I spotted a single engine cessna out the left side window! All happened within 15 seconds. I told approach that we saw the traffic and were clear of the conflict. We were then cleared to another approach frequency, then to tower and landed. I called the approach control supervisor and debriefed him on what had happened. He was concerned that traffic information might have not been given in a timely manner. Also, that some VFR traffic will not talk to anyone as they pass through that area. The dscnts to ont have to be aggressive in order to get aircraft down, which could also cause a problem with VFR traffic passing through.

Title: FLC OF AN MD82 TOOK EVASIVE ACTION AND DSNDED AND TURNED IN RESPONSE TO APCH CTLR INSTRUCTIONS AND TCASII RA. A SINGLE ENG CESSNA WAS SIGHTED WITHIN 500 FT THROUGH THE L WINDOW.
Narrative: THE FO WAS FLYING THE SETTER 2 ARR TO ONT AND WE WERE PAST PSP AT 14000 FT. WE WERE CLRED TO 8000 FT AND DIRECT TO PETIS NDB. WHILE HDG TO PETIS AND SLOWING TO 250 KTS, OUR TCASII ISSUED US A TA (WITHIN 2 NM) FOLLOWED BY A MONITOR VERT DSCNT, A CALL FROM APCH CTL FOR AN IMMEDIATE R TURN AND AN RA DSCNT COMMAND. WE TURNED, DSNDED, AND I SPOTTED A SINGLE ENG CESSNA OUT THE L SIDE WINDOW! ALL HAPPENED WITHIN 15 SECONDS. I TOLD APCH THAT WE SAW THE TFC AND WERE CLR OF THE CONFLICT. WE WERE THEN CLRED TO ANOTHER APCH FREQ, THEN TO TWR AND LANDED. I CALLED THE APCH CTL SUPVR AND DEBRIEFED HIM ON WHAT HAD HAPPENED. HE WAS CONCERNED THAT TFC INFO MIGHT HAVE NOT BEEN GIVEN IN A TIMELY MANNER. ALSO, THAT SOME VFR TFC WILL NOT TALK TO ANYONE AS THEY PASS THROUGH THAT AREA. THE DSCNTS TO ONT HAVE TO BE AGGRESSIVE IN ORDER TO GET ACFT DOWN, WHICH COULD ALSO CAUSE A PROB WITH VFR TFC PASSING THROUGH.
