Gear would not extend, even after several attempts to utilize emergency procedures in poh. FAA inspector advised that this is classified as an incident, and not an accident. Propeller strike and sheet metal work on undercarriage.

Title: PLT OF AN SEL SMA LANDED GEAR UP AFTER ATTEMPTS TO LOWER THE GEAR ALL FAILED, INCLUDING THE EMER PROCS, RESULTED IN DAMAGE TO THE PROP AND BOTTOM OF THE FUSELAGE AND GEAR ASSEMBLY.
Narrative: GEAR WOULD NOT EXTEND, EVEN AFTER SEVERAL ATTEMPTS TO UTILIZE EMER PROCS IN POH. FAA INSPECTOR ADVISED THAT THIS IS CLASSIFIED AS AN INCIDENT, AND NOT AN ACCIDENT. PROP STRIKE AND SHEET METAL WORK ON UNDERCARRIAGE.
