Narrative:
Descended DA20 (X) from FL330 over an aircraft at FL310 and an aircraft at FL290 to FL310. Then when clear of aircraft at FL290, DA20 was descended to FL280. Initial descent rate was insufficient. Controller was distracted by in-trail restrs for dfw and future conflict with 3 aircraft at FL310.
