Narrative:
Climbing to FL210 given heading change, altitude change from FL220 to FL210, speed change, and this caused some confusion to first officer. I didn't hear altitude alert tone and missed hearing the 1000 ft altitude call by PNF. PNF was looking for traffic and when he saw altitude he made an immediate call to alert first officer and myself. My recommendations are to make sterile cockpit procedures apply to all climbs and dscnts, regardless of MSL altitudes, and improve altitude alert hardware to chime loudly at 1000 ft prior to altitude selected.

Title: FO OF A B727-200 OVERSHOT ASSIGNED CLB ALT DUE TO THE WEAK SOUND GIVEN FROM THE ALT ALERTER. HE RETURNED TO ASSIGNED ALT IMMEDIATELY AFTER NOTICING HIS OVERSHOOT.
Narrative: CLBING TO FL210 GIVEN HDG CHANGE, ALT CHANGE FROM FL220 TO FL210, SPD CHANGE, AND THIS CAUSED SOME CONFUSION TO FO.
