Narrative:

Fueler left fuel cap unlocked. Flight crew did not check caps. During takeoff roll, tower advised something leaking from left wing. Aircraft not at V1, aborted takeoff, used full length to allow stop. Taxied to the ramp. Found left fuel cap missing. Inspected tires and brakes (they were hot). Refueled, replaced cap. 30 mins passed, reinspected tires and brakes. Tires cooled down, brakes still warm to hot. Felt that flight could continue. Taxied out for takeoff checking brakes, working normal. Elected to take off. Takeoff roll was normal after V1 but right at vr, felt as if right tire blown. Continued takeoff, left gear down. Advised departure. Returned for visual inspection by orl tower. Verified right main inbound tire blown. Elected to fly around with gear down to burn off fuel. Was going to land at mco, but elected to burn more fuel off by flying to fpr -- maintenance and ambulance facility having numerous ambulances and medical crew for passenger. Also checked to have emergency vehicles stand by as precaution. Landed without event. 1) crew should have backed up fueling. 2) after aborted takeoff 30 mins may not have been enough time, approximately 45 mins total. 3) tires felt cool but could have had unknown problem not able to see visually. Judgement to abort was correct -- not knowing problem and below V1. Inappropriate cool down time possible. Unknown factor: tire may have just been ready to go, tire failure of sidewalls, etc.

WAS GOING TO LAND AT MCO, BUT ELECTED TO BURN MORE FUEL OFF BY FLYING TO FPR -- MAINT AND AMBULANCE FACILITY HAVING NUMEROUS AMBULANCES AND MEDICAL CREW FOR PAX. ALSO CHKED TO HAVE EMER VEHICLES STAND BY AS PRECAUTION. JUDGEMENT TO ABORT WAS CORRECT -- NOT KNOWING PROB AND BELOW V1. INAPPROPRIATE COOL DOWN TIME POSSIBLE. UNKNOWN FACTOR: TIRE MAY HAVE JUST BEEN READY TO GO, TIRE FAILURE OF SIDEWALLS, ETC.
