Narrative:
The icss is not functioning properly at my facility (ZSU) and no one here seems to know how to fix/program the system. 1) lines that should ring at specific sectors, ring at all the en route sectors. You must choose between selecting the chime cutoff and not hearing any rings or have all the lines ring at your position. 2) the pbx lines ring at all sectors (even approach). At times, the approach sector will answer (it rings there on the conflict alert button) you are then faced with leaving the sector to take the call there or telling them to tell the foreign facility to call back again. (These are international calls and you must enter 10 to 11 digits.) we are entering our busiest time of the yr. Last yr our deviations/errors were 200% up. We do not need further distrs. Worse if the ringers are shut off the radar controller is now put down the tubes issuing clrncs to aircraft that have been cleared short of our airspace due to lack of coordination. When initially installed the icss functioned much better than it is now. After construction at the facility and a few power outages, it has become a communications nightmare. A ucr has been filed. Callback conversation with reporter revealed the following information: the reporter advised that facility management initiated a resolution to correct the problem. Management established an icss manager position. The icss manager had already begun new control sector mapping, providing each control position with primary and secondary voice communication lines. As such, only the controller position specifically to be coordination with would get the 'ring.'

Title: ARTCC RADAR CTLR STATES THAT NEWLY INSTALLED COM EQUIP (ICSS) IS NOT FUNCTIONING CORRECTLY.
Narrative: THE ICSS IS NOT FUNCTIONING PROPERLY AT MY FACILITY (ZSU) AND NO ONE HERE SEEMS TO KNOW HOW TO FIX/PROGRAM THE SYS. 1) LINES THAT SHOULD RING AT SPECIFIC SECTORS, RING AT ALL THE ENRTE SECTORS. YOU MUST CHOOSE BTWN SELECTING THE CHIME CUTOFF AND NOT HEARING ANY RINGS OR HAVE ALL THE LINES RING AT YOUR POS. 2) THE PBX LINES RING AT ALL SECTORS (EVEN APCH). AT TIMES, THE APCH SECTOR WILL ANSWER (IT RINGS THERE ON THE CONFLICT ALERT BUTTON) YOU ARE THEN FACED WITH LEAVING THE SECTOR TO TAKE THE CALL THERE OR TELLING THEM TO TELL THE FOREIGN FACILITY TO CALL BACK AGAIN. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR ADVISED THAT FACILITY MGMNT INITIATED A RESOLUTION TO CORRECT THE PROB. MGMNT ESTABLISHED AN ICSS MGR POS. THE ICSS MGR HAD ALREADY BEGUN NEW CTL SECTOR MAPPING, PROVIDING EACH CTL POS WITH PRIMARY AND SECONDARY VOICE COM LINES. AS SUCH, ONLY THE CTLR POS SPECIFICALLY TO BE COORD WITH WOULD GET THE 'RING.'
