Narrative:

Stabilizer xfer pumps in tail did not have circuit breakers engaged after maintenance. Contacted maintenance people and replaced circuit breakers. Alternative would have been to land with 17000+ pounds fuel in tail and over gross weight. Considered this to be safest course of action. Maintenance should have replaced those breakers to the 'in' position.

Title: A B747-400 WAS DISPATCHED WITH THE STABILIZER FUEL XFER PUMPS NOT RESET AFTER MAINT.

Narrative: STABILIZER XFER PUMPS IN TAIL DID NOT HAVE CIRCUIT BREAKERS ENGAGED AFTER MAINT. CONTACTED MAINT PEOPLE AND REPLACED CIRCUIT BREAKERS. ALTERNATIVE WOULD HAVE BEEN TO LAND WITH 17000+ LBS FUEL IN TAIL AND OVER GROSS WT. CONSIDERED THIS TO BE SAFEST COURSE OF ACTION. MAINT SHOULD HAVE REPLACED THOSE BREAKERS TO THE 'IN' POS.
