Narrative:
While holding as depicted at gared on the robinsville 1 arrival to ewr, strong winds resulted in the first turn in holding putting us on the non maneuvering side. An air carrier Y jet (also holding) was cleared to FL270 and we were subsequently cleared to FL280 out of FL290. At FL280 and re-established on the maneuvering side, we received a TCASII RA as a result of the air carrier Y aircraft, which was slow to depart FL280 for FL270. An evasive climb of 300 ft was accomplished. The aircraft was acquired visually and the climb was discontinued. Our TCASII indicated that the aircraft was at FL278 at the time of the alert. The controller subsequently issued a vector of 270 degrees and told air carrier Y that we had turned the wrong way in holding. This was not the case and our first turn in holding was greeted by winds of 260 degrees at 112 KTS. We put in an estimated correction, which was apparently not sufficient.

Title: FO OF A B737-200 CLBED IN RESPONSE TO A TCASII RA AFTER DSNDING INTO A 1000 FT LOWER HOLDING ALT. UPON CLBING THE OTHER ACFT WAS SIGHTED AND THE RPTR STOPPED CLBING AT THAT POINT.
Narrative: WHILE HOLDING AS DEPICTED AT GARED ON THE ROBINSVILLE 1 ARR TO EWR, STRONG WINDS RESULTED IN THE FIRST TURN IN HOLDING PUTTING US ON THE NON MANEUVERING SIDE. AN ACR Y JET (ALSO HOLDING) WAS CLRED TO FL270 AND WE WERE SUBSEQUENTLY CLRED TO FL280 OUT OF FL290. AT FL280 AND RE-ESTABLISHED ON THE MANEUVERING SIDE, WE RECEIVED A TCASII RA AS A RESULT OF THE ACR Y ACFT, WHICH WAS SLOW TO DEPART FL280 FOR FL270. AN EVASIVE CLB OF 300 FT WAS ACCOMPLISHED. THE ACFT WAS ACQUIRED VISUALLY AND THE CLB WAS DISCONTINUED. OUR TCASII INDICATED THAT THE ACFT WAS AT FL278 AT THE TIME OF THE ALERT.
