Narrative:
I was working ground control and we have no control over runway or taxiway lights, only the airport commission can turn them on. I called airport at PM20Z, which is sunset, and told them to turn on lights and informed the supervisor the lights did not come on till 10 mins later. Until then, it was 'landing at your own risk,' the local controller told all aircraft. Solution: if airports have control they need to turn lights on prior to sunset.

Title: A GND CTLR RPT ON ATC'S LACK OF ABILITY TO CTL THE ON AND OFF FUNCTIONS FOR RWY AND TXWY LIGHTS AT THE SAV ARPT. RPTR STATES THAT THE ARPT COMMISSION IS THE ONLY AUTH FOR THOSE ACTIONS. ACFT WERE LNDG AT DUSK WITHOUT THE BENEFIT OF THOSE LIGHTS.
