Narrative:
Takeoff from lgb and radar vectors by socal approach over lax to a left downwind to smo runway 21. Beautiful clear day at smo. Could not hear the ATC controller on account TCASII screaming, 'traffic, traffic, traffic' constantly at full volume. Had to ask him to repeat 2 times. On final, smo tower told us to watch for traffic. We got an RA and climbed to 2100 ft MSL and then were too close and had to go around. In recap: on downwind, TCASII was in the way with its volume and then saved us on final. Could we just turn the volume down?

Title: A C750 FLC PERFORM A GAR AT SMO ARPT WHEN RECEIVING A TCASII RA ON SHORT FINAL. PIC COMPLAINED OF TOO HIGH A VOLUME ON THE TCASII ALERTS THAT INTERFERED WITH ATC COMS.
