Narrative:

On climb out of sea our wheelwell fire warning inoperative. MEL required leaving the gear down 10 mins after departure. So we elected to climb at clean speed of 220 KTS. Departure asked our speed and why were we going so slow? Aircraft behind us was vectored off course as were we. We explained to departure control and were asked to call ZSE phone number when on the ground. We should have told ATC of our intentions to climb slow, but were intent on passenger comfort, icing, rain, etc.

Title: FLC OF A B737-400 REDUCED AIRSPD DURING CLB DUE TO AN OPERATING RESTR ON THE LNDG GEAR, CAUSING ATC TO VECTOR TRAILING ACFT AROUND THE RPTR DUE TO HIS UNEXPECTED SLOW CLB SPD. THE CREW HAD NOT ADVISED ATC OF THE RESTR SO ATC PLANNED TFC SEPARATION WITH THE NORMAL SPD EXPECTED OF A B737.

WE SHOULD HAVE TOLD ATC OF OUR INTENTIONS TO CLB SLOW, BUT WERE INTENT ON PAX COMFORT, ICING, RAIN, ETC.
