Narrative:

I was given a clearance with a void time over the phone before departing runway 21 at ttf. The clearance was radar vectors to harwl intersection, then jackson, then litchfield. I took off runway 21 with a heading of 240 degrees and 3000 ft. After takeoff, I was unable to establish radio contact, so I initiated a turn northwest toward harwl intersection. After approximately 5 mins, I was able to establish communications by plugging my headset into the copilot jack. Finally, communications were established and I finished my flight without incident. However, detroit wanted to talk to me when I got on the ground. Detroit said I flew through their localizer, which I don't deny. When I turned toward harwl it put me in line to do such. The problem I think lies in the uncertainty about when I should have left my 240 degree heading to fly my route given in the departure clearance. I feel this is unclr in the regulations. Detroit obviously felt I left 240 degrees too early.

Title: CAPT OF A FAIRCHILD SA226 METRO (SW4) TURNED TOO EARLY DURING DEP CLB DUE TO BEING UNABLE TO CONTACT DEP CTL BECAUSE OF A RADIO RECEPTION PROB AND PENETRATED CLASS B AIRSPACE.

Narrative: I WAS GIVEN A CLRNC WITH A VOID TIME OVER THE PHONE BEFORE DEPARTING RWY 21 AT TTF. THE CLRNC WAS RADAR VECTORS TO HARWL INTXN, THEN JACKSON, THEN LITCHFIELD. I TOOK OFF RWY 21 WITH A HDG OF 240 DEGS AND 3000 FT. AFTER TKOF, I WAS UNABLE TO ESTABLISH RADIO CONTACT, SO I INITIATED A TURN NW TOWARD HARWL INTXN. AFTER APPROX 5 MINS, I WAS ABLE TO ESTABLISH COMS BY PLUGGING MY HEADSET INTO THE COPLT JACK. FINALLY, COMS WERE ESTABLISHED AND I FINISHED MY FLT WITHOUT INCIDENT. HOWEVER, DETROIT WANTED TO TALK TO ME WHEN I GOT ON THE GND. DETROIT SAID I FLEW THROUGH THEIR LOC, WHICH I DON'T DENY. WHEN I TURNED TOWARD HARWL IT PUT ME IN LINE TO DO SUCH. THE PROB I THINK LIES IN THE UNCERTAINTY ABOUT WHEN I SHOULD HAVE LEFT MY 240 DEG HDG TO FLY MY RTE GIVEN IN THE DEP CLRNC. I FEEL THIS IS UNCLR IN THE REGS. DETROIT OBVIOUSLY FELT I LEFT 240 DEGS TOO EARLY.
