Narrative:

We were only a crew of 2 when we arrived at the airport. Found a flight attendant who was on a pass going to work in stl. Needed a fourth. Flight attendant on pass was asked by agent to work flight. Captain talked to planning and it was approved. I felt it was a violation and said 'no' on my part. Captain assured me he would assume responsibility. She was not in uniform but put on white blouse and black pants to work.

Title: FLT ATTENDANT RPT REGARDING THE ARR OF ONLY 2 CABIN ATTENDANTS FOR A B767-200 WHICH REQUIRES 4 CABIN ATTENDANTS. CABIN ATTENDANTS ON A PASS WERE LOCATED AND ASKED TO WORK THE TRIP. CAPT SPOKE TO PLANNING AND GOT APPROVAL. RPTR FELT IT WAS A VIOLATION.
